RECOMMENDED ACTION:

body
BACKGROUND INFORMATION:
In the Consolidated Appropriations Act, 2023 (Public Law 117-328) (the FY2023 Act), Congress made nearly $3 billion of funding available for “grants for the Economic Development Initiative (EDI) for the purposes, and in amounts, specified for Community Project Funding/Congressionally Directed Spending” included in the joint explanatory statement (JES). These “Community Project Funding” or “CPF” awards are administered by the Department of Housing and Urban Development (HUD).
City staff applied for CPF funds for construction costs of the Lodi Access Center and Emergency Shelter in the amount of $1,048,500, which was subsequently awarded. Although this funding was awarded late 2023, Staff did not request to accept and appropriate at that time, as a full National Environmental Policy Act (NEPA) Assessment had to be completed as well as receipt of permitted documents to ensure subrecipient submission was current to avoid unnecessary amendments which could cause delays.
Staff requests that City Council adopt a resolution accepting and appropriating the CPF grant funds in the amount of $1,048,500 and authorizing the City Manager to execute the CPF subrecipient agreement as final subrecipient agreement has not been received.
