BACKGROUND INFORMATION:
The State of California Homeless Coordinating and Financing Council (HCFC), in coordination with the Business, Consumer Services and Housing Agency (BCSH), has made available additional funding through Homeless Housing, Assistance, and Prevention (HHAP) Round 5. The HHAP program was established under Assembly Bill 101 (Chapter 159, Statutes of 2019) and is designed to support regional coordination and expansion of local capacity to address homelessness through evidence-based, Housing First-aligned strategies.
HHAP funding prioritizes interim housing, street outreach, services coordination, prevention, and diversion activities that reduce unsheltered homelessness and support transitions to permanent housing. A key requirement of the program is coordination among regional partners to address each jurisdiction’s share of regional homelessness needs.
The San Joaquin Continuum of Care (SJCoC) and San Joaquin County jointly administer HHAP funds and release a coordinated Notice of Funding Availability (NOFA) to allocate funding to eligible jurisdictions and programs countywide. The City of Lodi has successfully received and administered multiple prior rounds of HHAP funding, supporting both the Lodi Access Center and Emergency Shelter and the Harmony Homes project.
The City of Lodi submitted an application for HHAP Round 5 funding focused on the continued operation of the Lodi Access Center and Emergency Shelter, street outreach, services coordination, and prevention and shelter diversion activities. The Access Center is an existing, operational program that has been previously supported by earlier HHAP rounds and serves as a core component of the City’s comprehensive homelessness response.
San Joaquin County Neighborhood Preservation received nearly thirty applications in response to the HHAP Round 5 Notice of Funding Availability, with total funding requests exceeding $18 million. Following a highly competitive evaluation process, the City of Lodi has been recommended for an award in the amount of $426,627.44.
FISCAL IMPACT:
The HHAP Round 5 grant will provide $426,627.44 in State funding passed through San Joaquin County and the San Joaquin Continuum of Care to support the continued operation of the Lodi Access Center and Emergency Shelter, outreach, services coordination, and prevention and diversion activities. There is no impact to the City’s General Fund with the acceptance of this award.
