body
BACKGROUND INFORMATION:
The City of Lodi’s water, wastewater, and stormwater facilities are operated under various permits issued and regulated by the State of California. Each permit requires a diverse comprehensive monitoring program that contains a variety of specific water quality analysis performed at varied frequencies. While some of the analyses can be completed by the City’s certified laboratory, located at the White Slough Water Pollution Control Facility, some samples must be measured at concentrations as low as a few parts per trillion, requiring a laboratory with appropriately qualified staff and very specialized equipment. Eurofins Eaton Analytical is a highly qualified laboratory services company that has demonstrated their ability to meet the City of Lodi’s laboratory service needs.
Consistent with Lodi Municipal Code Section 3.20.075, staff solicited quotes from various analytical laboratories that perform municipal laboratory services that meet the City’s regulatory requirements. Eurofins was determined to be the most cost effective and qualified firm.
The proposed Professional Services Agreement has a three-year term with two, optional one-year extensions. The requested funding amount is expected to cover annual laboratory expenses over 5 years if all extensions are executed.
Staff recommends authorizing the City Manager to execute a Professional Services Agreement with Eurofins Eaton Analytical, of Monrovia, CA, for laboratory services, in the amount of $500,000.
