RECOMMENDED ACTION:
Accept Improvements for Wastewater Main Rehabilitation Program (Project No. 10).
body
BACKGROUND INFORMATION:
The Wastewater Main Rehabilitation Program is intended to systematically replace and repair existing wastewater infrastructure that has reached its useful life. This is the tenth project (“Project 10”) scheduled in this program.
Project 10 included the trenchless rehabilitation of approximately 1500 feet of 14” wastewater line north of Vine Street from Sacramento Street to Hutchins Street; approximately 140 feet of 14” wastewater main west of Ham Lane from the south side of Lodi Middle School to Park Street; and approximately 1200 feet of 24” wastewater main west of Ham Lane from the south side of Lodi Middle School to the Municipal Service Center’s corporation yard (Exhibit A). The use of trenchless pipeline rehabilitation methods minimize both surface disruption and costs. Before and after pictures reflecting segments of the rehabilitated pipeline are reflected in Exhibit B.
Council approved plans and specifications for Project No. 10 and authorized the City Manager to award a contract up to $1,100,000 on June 7, 2023. This Council action also authorized the City Manager to execute change orders up to $110,000. The City received the following four bids on July 12, 2023:
Above/(Below)
Bidder Location Bid Engineer’s Estimate
Engineer’s Estimate $1,050,345.00
Nor-Cal Pipeline Services Roseville $794,506.00 ($255,839.00)
Express Sewer & Drain, Inc. Rancho Cordova $1,063,856.00 $13,511.00
SAK Construction, LLC O’Fallon, MO $1,171,678.00 $121,333.00
Insituform Technologies, LLC Chesterfield, MO $1,339,809.00 $289,464.00
The project was awarded by the City Manager to Nor-Cal Pipeline Services, of Roseville, in the amount of $794,506.00 on August 22, 2023.
All work recommended for acceptance was completed in substantial conformance with the plans and specifications approved by City Council. The final contract price was $701,631.81, with one change order that reduced the contract price by $92,874.19. The final contract completion date was May 31, 2024.
Change Order No. 1 (-$92,874.19) detailed payment for work that was not completed in conformance with the project plans and specifications. The non-conforming work does not meet design standards but is expected to remain operationally functional for the design life of 50 years and included: 71 feet of sewer lining with internal deficiencies, thirteen (13) rehabilitated manholes which failed third party testing, and a portion of an external point repair at the concession stand/bathroom complex at Kofu Park.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
STRATEGIC VISION:
5C. Infrastructure: Address deferred maintenance.
FISCAL IMPACT:
This project will reduce future maintenance costs and increase the performance and reliability of the wastewater system. This project will not impact the General Fund.
FUNDING AVAILABLE:
This project was funded by Wastewater Capital (53199000.77020)
