body

BACKGROUND INFORMATION:

In August 2023, City Council authorized a Professional Services Agreement (Agreement) with ICF Consulting, L.L.C. (ICF) to develop an EV Charging Infrastructure Master Plan (Plan) in the amount of $233,000.

The Plan is part of the City’s efforts to prepare for increasing EV adoption across the City as a result of the State’s priority on electrification and decarbonization, as well as identify and incorporate how disadvantaged communities can better access charging opportunities.  This Plan will eventually guide the development of an equitable, publicly accessible EV charging network. It is important to note that the final Plan must prioritize balancing the need to support transportation electrification as well as future development within the load serving capabilities of the utility as it continues to invest in infrastructure upgrades and improvements in accordance with industry best practices and regulations.

On August 21, 2024, representatives from ICF presented the City Council with a summary of work completed to date on the Plan including an analysis of existing conditions, feasibility assessment, siting analysis, public outreach and initial cost estimates. During that same meeting, Council authorized staff to apply for up to $15 million in grant funding. In January 2025, the Federal Highway Administration announced grant awards for a portion of the allocated funding.  Lodi was not awarded.  For California specifically, funds largely went to cities and regions where EV ownership is already high and where immediate charging needs exist. However, due to Executive Orders issued by the Trump administration, there is a high likelihood that none of those projects will move forward as award recipients were not under contract prior to the Executive Order.  It is possible that federal funding for these efforts will diminish and Lodi will need to rely on other funding sources.

Following the August 2024 presentation to Council, ICF and Lodi Electric Utility (LEU) staff worked to complete a Draft Plan which was posted to the City’s website and made available to the public in February 2025 for review. In addition, a Request for Information was developed to seek input from stakeholders in the industry regarding the most effective and sustainable business model for the deployment, operation, and maintenance of EV charging stations in Lodi.  Respondents were asked to describe up to five potential business models for deploying public EV charging infrastructure in the City as well as provide feedback on the types of incentives the City could offer to support infrastructure development at the sites identified. A presentation will be provided to Council on the information received from respondents as part of the RFI process.

Based on current timelines and discussions between City staff and ICF, depending on the time required to draft and complete an RFP, solicit proposals, review proposals, and interview respondents, additional time may be needed to complete these efforts.  It is recommended that Amendment No. 1 to the Agreement with ICF in the amount of $19,917 for a total not-to-exceed amount of $252,917 through December 31,2025 be approved.
