BACKGROUND INFORMATION:
On May 17, 2023, the Lodi City Council adopted its Strategic Vision with a heavy emphasis on Economic Development. Of the eight overarching imperatives adopted, five are Economic Development focused including Downtown, Economic Development, Housing, Infrastructure and Public Well-Being.
Recognizing the need to align resources towards achieving the Strategic Vision, the City Council approved a new fully focused Economic Development Director position on November 1, 2023. The position was filled through executive recruitment with the new Director having started on February 5, 2024.
On November 15, 2023, City Council received a presentation regarding various options for Economic Development Committees. City Council provided direction to staff to form an Ad Hoc Committee focused on key short term objectives for Economic Development and to evaluate the need for and makeup of potential future committees. The attached resolution provides for an Ad Hoc Economic Development Committee with the following provisions:
1) Up to two year term or until initial tasks are completed.
2) Initial advisory tasks include:
a. Economic Development Strategic Plan
b. Economic Development Components of the Downtown Specific Plan
c. Evaluate necessity and makeup of future or permanent Economic Development related committee
3) Committee Membership:
a. 5 members representing each of the Council districts appointed by their respective Councilmember
i. Up to two Councilmembers representing their own district
b. Two at large community members appointed by the Mayor
c. All appointees approved by majority vote of the City Council, regardless of appointment
Staff recommends the City Council approve the formation of the Committee and authorize the City Clerk to post for vacancies on the Committee.
