BACKGROUND INFORMATION:

The proposed amendments represent Phase 4 of the City’s incremental Development Code update program, establishing a comprehensive, policy-driven framework for annexation and growth management. The City is experiencing increased interest in annexation within its Sphere of Influence, but existing Municipal Code provisions do not provide a complete process or evaluation criteria. As a result, key issues-such as agricultural land conversion, infrastructure planning, parkland provision, and Williamson Act contract status-are not consistently addressed. While many of these items are already required in practice and are driven by the General Plan and LAFCO application thresholds, they are not currently codified in a clear, consistent manner.

 

The amendments formalize an annexation process that includes a Merit Hearing prior to application submittal, requires consistency with the General Plan and Growth Management Ordinance (Chapter 15.34), and establishes clear criteria and findings for annexation and SOI amendments. They also require contiguity to existing City limits, prezoning, and comprehensive application materials (including CEQA, infrastructure, and fiscal analyses), along with City Council authorization prior to LAFCO submittal. In addition, the amendments require master planning for annexation areas to ensure coordinated land use, infrastructure, stormwater, park planning, and phased development, and to prevent piecemeal expansion of urban services.
