BACKGROUND INFORMATION:
Council approved the specifications and authorized advertisement for bids on June 17, 2026. This contract is utilized by the Public Works Facilities Division for citywide fire alarm system monitoring and maintenance on an as-needed basis. This contract will have an initial period of three (3) years, ending on June 30, 2029. The contract will have two (2) optional one-year extensions for a total maximum term of five (5) years.

Because the engineer’s estimate for the project was below $220,000, City staff utilized the informal bidding procedures established under the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and outlined in the City of Lodi Purchasing Policy (Section 6). Staff emailed invitations to bid to all 21 Class C-10 Electrical contractors listed on the City of Lodi’s Informal Bidding Contractors List. The City received one bid, as listed above. Because the bid exceeded $230,000, the maximum amount that may be awarded under the informal bidding procedures pursuant to California Public Contract Code section 22034(d) and section 6 of the City of Lodi Purchasing Policy, the City cannot award the contract through this informal solicitation and must reject the bid. Staff intends to re-advertise the project to a broader pool of bidders with the hopes that the formal bidding process will increase outreach, and secure more competitive pricing.
The specifications are on file in the Public Works Department. The planned re-bid opening date is September 23, 2026. Staff anticipated updated bids to be $300,000, however staff is asking for authorization up to $360,000 in the event that the bids do not come in as anticipated.
FISCAL IMPACT:
This item has minimal long-term fiscal impacts, however is necessary for the monitoring of the city’s fire alarm systems at various city-owned facilities.
FUNDING AVAILABLE:
Funding for this contract comes from various departmental budgets for Fiscal Years 2026/27 (previously adopted), 2027/28 (future adoption), and 2028/29 (future adoption).
