BACKGROUND INFORMATION:
The Police Department utilizes a complex video and intercom system for controlling certain doors remotely, monitoring and communicating with people in jail cells, and communicating talking with people outside of the building after regular business hours. The existing system was installed with the construction of the building in 2003 and is critical to the efficient and safe operation of the City’s jail.
In January of 2025, a portion of the system failed which prevented communication and remote door operation from the dispatch center. Due to the age of the system, the majority of the parts and components necessary for the repair are no longer available, and an attempt to fix the issue actually made the problem worse. The consultant was able to get the system back in its partial functionality, and the Public Works’ electricians were able to provide a temporary solution to remotely open the doors for inmate transfers from the dispatch center.
On 6-18-2025 City Council adopted a resolution (2025-099) authorizing the City Manager to execute the professional service agreement with Quest Media & Supplies, Inc., of Roseville, for Lodi Jail Intercom and Door Control System Replacement ($140,000) and execute change orders in the amount not-to-exceed $10,000.
To date, the new system has been installed and is functional. All original devices, including the doors, intercoms, and electric locks, have been restored and are operational. During the project, Amendments No. 1 and No. 2 were executed, with change orders totaling $6,774.30 to replace outdated and failing equipment.
The final remaining system to be completed is the integration of the new video call-up capability with the intercom system. This functionality will allow Police Dispatch staff to receive a live video feed each time an intercom is activated.
Additional work is needed to enable this function, which includes replacing the current network switch supporting the new system. Since the system must integrate with the City’s video security network, a new, more secure network switch is necessary to meet network security requirements, protect the City’s infrastructure, and ensure secure system integration. Currently the remaining change order authority is insufficient to cover the cost of the additional work.
FISCAL IMPACT:
This project has no direct long-term fiscal impacts, however this is integral to the proper operations of the jail.
FUNDING AVAILABLE:
The funding for this additional work is included in the original project appropriation, and no additional funds are necessary.
