Adopt a Resolution Authorizing the Interim City Manager to Execute Amendment No. 1 with Axon Enterprise, Inc., to expand the scope of services to include installation of cameras in police interview rooms, increase the contract amount by $264,301.89 for a total not to exceed amount of $2,483,255.65, and extend the term of the contract through April 30, 2036.

BACKGROUND INFORMATION:
On July 19, 2023, the City Council approved a ten-year agreement with Axon Enterprise, Inc. for body-worn cameras, Taser devices, and associated subscription services, maintenance, and licensing. Axon has been a leading provider of Taser energy weapons and cloud-based evidence management systems for law enforcement agencies since 1993 and is the sole-source manufacturer of Tasers.
The original agreement provided officers with body-worn cameras and less-lethal equipment designed to enhance officer safety, improve transparency, and strengthen evidence collection. Body-worn cameras continue to play a critical role in documenting law enforcement interactions, supporting investigations, and promoting accountability within the community.
The proposed amendment expands the scope of services to include cameras in police interview rooms. This addition will further enhance transparency, improve evidence documentation, and support investigative processes.
The proposed contract amendment increases the agreement amount by $264,301.89, resulting in a total not to exceed amount of $2,483,255.65. This increase reflects the added cost of interview room camera systems and associated services over the 10-year contract.
The amendment also extends the contract term through April 30, 2036. While the City’s procurement policy generally recommends contract terms of five years, the original agreement approved by the City Council included a ten-year term. The extended duration is considered more cost-effective over the long term, as it provides price stability, reduces administrative costs associated with re-procurement, and ensures continuity of service and equipment replacement cycles.
Maintaining a long-term agreement with Axon also allows the City to continue utilizing a fully integrated system for body-worn cameras, Tasers, and digital evidence management, avoiding compatibility issues and additional transition costs.
FISCAL IMPACT:
The proposed amendment will increase the contract amount by $264,301.89, for a total not-to-exceed amount of $2,483,255.65 over the life of the agreement. Funding for this amendment is budgeted in Miscellaneous Professional Services - Account No. 10031004.72450 and will be included in future fiscal year budgets as necessary.
FUNDING AVAILABLE:
Funding is available in the current budget and will be incorporated into future budget cycles for the duration of the agreement.
