BACKGROUND INFORMATION:
Hutchins Street Square originally received $425,000 to replace the Hutchins Street Square (“HSS”) HVAC climate control system for the pool (“Pool Project”). The Parks, Recreation and Cultural Services Department (“Department”) was unable to obtain quotes for a complete replacement of the Pool Project system. However, due to new technology in programming, the Department was able to repair and reuse the existing Pool Project system for only $44,000. The remaining Pool Project funds allocated for the repairs to the HSS building as a result of the climate system being inoperable, remains unspent because such repairs still need to be completed.
Unfortunately, during a recent inspection of the HSS Charlene Powers Lange Theatre (“Theatre”) fire curtain and associated equipment, the Department was notified of immediate repairs necessary to meet current safety regulations. These consist of:
• Removal of a speaker cluster that overhangs seating; it is unused, and poses a critical life safety concern
• Replacing the fire curtains floor mounted motorized winch and fire curtain release system
• Replacing 10 stage rigging-manual winches (current winches do not operate safely and are obsolete)
• Work done on Chain hoist line sets to meet OSHA safety standards
The speaker cluster to be removed is hung above the Theatre seating and after the inspection, it was deemed a critical life safety issue that requires immediate attention by the Department. Because the Theatre fire curtain would not release properly from the left or right side, it did not pass safety inspection.
To make these necessary repairs, the Department requests that the City Council authorize the Interim City Manager to reallocate $220,000 from the Pool Project to fund the immediate necessary repairs to the Theatre fire curtain and associated equipment.

FISCAL IMPACT:
The current fire curtain and associated equipment pose a huge safety concern, liability risk, and regulatory compliance concern if not repaired. Additionally, not being able to rent out the Theatre would result in a loss of revenue.
