RECOMMENDED ACTION:
Accept improvements under contract for Lodi Indoor Gun Range Remodel Project.
body
BACKGROUND INFORMATION:
During the replacement of the heating, ventilation, and air conditional (HVAC) system at the Police Department’s indoor range, it was discovered that the range had high levels of lead, which required a major lead abatement effort. That effort was done as a change order to the HVAC Replacement Project, and included removal of all of the existing gun range equipment. With all of the lead abatement completed and the interior completely cleared out, the City contracted with WMB Architects, of Stockton to design the necessary remodel. The design included installation of indoor gun range equipment, bullet-proof partition walls, an acoustical system, casework, and other miscellaneous and related items of work.
The City Council approved the plans and specifications, and authorized the advertisement for bids on September 26, 2023. Council also authorized the City Manager to award the contract to the lowest responsive bidder (not-to-exceed $900,000), as well as executing Change Orders (not-to-exceed $100,000).
On January 24, 2024, the City received seven responsive bids, as follows:
Bidder Location Base Bid Bid Alternates*
Diede Construction, Inc. Lodi $ 765,424.00 $ 63,050.00
Torres Project Management (TPM) Dixon $ 799,000.00 $ 41,200.00
Haggerty Construction Stockton $ 824,023.13 $ 47,245.07
Rodan Builders, Inc. Hayward $ 966,100.00 $ 85,000.00
JPB Designs, Inc. Orangevale $1,034,600.00 $ 190,000.00
American River Construction Placerville $1,070,000.38 $ 174,800.00
Pro-Ex Construction Rancho Cordova $1,228,840.00 $ 128,000.00
* None of the three Bid Alternates were awarded
The contractor started work on September 4, 2024, and was substantially complete on March 14, 2025 (work was paused in the middle of the project to wait for shooting range equipment delivery). The contract was completed in conformance with the specifications approved by City Council. The final contract price was $835,197.61, which is $69,773.61 more than the original contract price. This increase (through three change orders) was due to necessary ceiling baffle and bullet trap changes, additional data cables needed to connect to the relocated ISD room, and increase in wall framing and gypsum board, light switch and air duct relocations, and various other minor quantity adjustments.
Photos of the completed range are attached as Exhibit A.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
STRATEGIC VISION:
5C. Infrastructure: Address deferred maintenance.
FISCAL IMPACT:
The completed indoor gun range allows Lodi police officers to conduct regular gun training without the need to drive to other gun ranges in the area. There will be savings in staff travel time and in the range fees at other locations.
FUNDING AVAILABLE:
This project was funded by a Lodi Police Foundation Donation, Police Asset Seizure Funds, and General Fund Capital.
