RECOMMENDED ACTION:

Accept Improvements for Lincoln Avenue Storm Pump Station Rehabilitation.

body

BACKGROUND INFORMATION:

Built in 1969, the Lincoln Avenue Pump Station was designed to lift storm water captured within the Outfall 9 Boundary (Exhibit A), and discharge into the Mokelumne River when the river is running too high to discharge by gravity. The single pump and control panel were beyond the useful life and needed replacement to comply with current industry standards.

This project consisted of rehabilitating the storm drain pump station including the replacement of the pump, pump motor, and pump control panel; rehabilitation of the force main and wet well; all necessary wiring of pump station system components; and other incidental and related work, all as shown on the specifications for the above project. The new pump motor control panel regulates voltage, provides better pump efficiency, and complies with current electrical standards.

Council approved plans, specifications, advertisement, and the award authority on September 6, 2023. Bids were received on November 1, 2023, with Clyde G. Steagall, Inc. being the lowest bidder (see breakdown below). All work was completed in substantial conformance with the plans and specifications approved by City Council. The final contract price was $248,803.71, including one change order in the amount of $5,392.71.

Change Order No. 1 included extra work required to fabricate and install two steel braces connected to the pump support beam to reduce pump vibration.

Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.

STRATEGIC VISION:

5C. Infrastructure: Address deferred maintenance.

FISCAL IMPACT:

The project will have a minimal impact on total maintenance costs but will enhance the safety, reliability and efficiency of the pumping station. This project did not impact the General Fund.

FUNDING AVAILABLE:

This project was funded by Wastewater Capital (53199000.77020)
