body
BACKGROUND INFORMATION:
Effective August 3, 2026, the City Clerk position will become vacant. During the permanent City Clerk recruitment process, the City of Lodi (City) would like to appoint a person with specialized skills qualified to fill the City Clerk role on an interim basis. The proposed candidate, Walfred Solorzano, has approximately 20 years of public sector experience, with approximately nine years serving in a City Clerks’ Office in the role of either a City Clerk, an Assistant City Clerk, or a Deputy City Clerk.
At the Lodi City Council Regular Meeting on July 1, 2026, Council directed an item to be placed on a City Council agenda to consider the appointment of Mr. Solorzano, to Interim City Clerk for a limited duration.
Mr. Solorzano also desires to accept the appointment as the City’s Interim City Clerk and will be compensated at the rate of $70.41 per hour. Mr. Solorzano will receive the following basic benefits: (a) sick leave accrual at the rate of one hour for every 30 hours worked, and (b) contribution of the City’s employer portion to Mr. Solorzano’s California Public Employees’ Retirement System (CalPERS) account, with Mr. Solorzano also contributing the employee’s portion to his CalPERS account. The City will not provide other benefits to Mr. Solorzano (e.g., medical, dental, vision, etc.).
Mr. Solorzano’s anticipated start work date is July 28, 2026, allowing a brief transition period to allow the outgoing City Clerk to spend her remaining time transferring institutional knowledge and ensuring a seamless transfer of responsibilities.
As Mr. Solorzano is currently in the pre-employment background-check process, a draft Interim City Clerk Employment Agreement is provided as Attachment 1.
FISCAL IMPACT: Due to the upcoming vacancy of the City Clerk, any costs are already considered in the current year budget.
FUNDING AVAILABLE:
Funding available in the City Clerk’s budget.
