body

BACKGROUND INFORMATION:

In December 2022, Lodi Electric Utility (“LEU”) executed a Professional Services Agreement (“Agreement”) with Power Engineers, Incorporated (“Power”) for utility network implementation services, in the amount of $225,000.

That initial effort was focused on fully converting LEU’s distribution system model Milsoft and GIS model into a usable package that can be used as LEU’s main mapping platform going forward, with the ultimate goal for all mapping to be completed in ArcGIS and be automatically synchronized with Milsoft.

In February 2024, LEU executed Amendment No. 1 to the Agreement for $125,000, to provide for additional support hours to help update the utility’s Outage Management System as well as allow Power to continue working side by side with LEU Engineers to ensure mapping is up-to-date with maintenance and construction jobs moving forward.

LEU is continuing efforts to migrate its mapping and database system to a Utility Network ArcGIS platform. While original efforts were focused on Phase I, the proposed Amendment No. 2 in the amount of $200,000 will allow for Power to work on Phase II of LEU’s GIS conversion, incorporating all digitalization efforts from AutoCAD and other sources that currently act as the source for all things mapping related. Phase II will also be utilized to connect to separate databases for GIS to become the centralized hub of all data retention and management.

The total revised Agreement in the amount of $550,000 will continue through December 31, 2026.

STRATEGIC VISION:

5A. Infrastructure: Invest in innovative infrastructure with a high Return of Investment.
