BACKGROUND INFORMATION:

On December 1, 2021, the City Council authorized the City Manager to enter into a professional services agreement of NJ Associates, Inc. (NJA) for related architectural design services. On October 19, 2022, the City Council authorized the execution of Amendment No. 1 for the development of the Access Center construction/bid documents, and construction administration. On April 19, 2023, the City Council authorized the execution of Amendment No. 2 for the complete Access Center Project Design and Development, including the Training Center.  On June 21, 2023, the City Council authorized the execution of Amendment No. 3, for a transitional and supportive housing project design development, construction documents, bid documents, and construction administration.

On January 16, 2024, a new value engineered design was presented to the City Council, and to complete the redesign additional costs were incurred. Due to time constraints, staff utilized the existing NJA agreement by reassigning the construction administration line item to complete the new permit set. Now that the new design received its building permit and successfully awarded bid, construction administration dollars need to be added back into the agreement as well as added provisions for temporary facility during construction.
