BACKGROUND INFORMATION:
In furtherance of City Council Strategic Vision Goal #1: Downtown, the Council allocated surplus General Fund dollars in 2023 to issue a Request for Proposals (RFP) for preparation of a Downtown Specific Plan. In August 2024, the City entered into a Professional Services Agreement with RRM Design Group to complete the DTSP, which will serve as the guiding document for future development and investment in Lodi’s historic, walkable Downtown.
Since initiation of the project, extensive public engagement has been conducted, including developer and stakeholder interviews, focus group meetings, workshops, open houses, a dedicated Spanish-language workshop, and Realtor outreach. Additional outreach has included eBlasts, press releases, social media, a Community Questionnaire, and the project website at www.planlodi.com
Key milestones include, but are not limited to:
- October 2024 – Steering Committee kick-off and Downtown trolley tour.
- January 9, 2025 – Steering Committee meeting and community workshop.
- February 4–5, 2025 – Multi-day bilingual Open House at 22 South Main Street and Steering Committee Meeting.
- April 17, 2025 – Spanish-language workshop.
- April 22, 2025 – Realtor Association workshop.
- April 23, 2025 – Planning Commission Study Session.
- May 5, 2025 – City Council Study Session.
- August 11, 2025 – Steering Committee update on draft Plan contents. Although Most of the materials and concepts have been previously shared as part of earlier tasks, this meeting gave the team and the committee an opportunity to vet items that are still under refinement.
The attached presentation includes minor revisions based on committee and staff feedback and corrected errors from earlier materials. This item is for informational purposes only. No action is requested.
RRM is now in the process of drafting the Specific Plan document. Staff anticipates bringing the draft Plan to the Planning Commission in January 2026 and to the City Council in February 2026 for consideration of adoption.
