BACKGROUND INFORMATION:

On November 4, 2020, the City Council adopted the San Joaquin Community Response to Homelessness - 2020 San Joaquin Strategic Plan (“Strategic Plan”). The Strategic Plan includes goals and strategies developed from community feedback, which includes increasing access and reducing barriers to homeless crisis response services. On April 7, 2021, City Council accepted the Permanent Local Housing Allocation (PLHA) grant of approximately $2 million, allocated primarily towards the Access Center. On May 5, 2021, Council approved allocating $5.5 million of American Rescue Plan Act federal funds to the development of a Navigation Center, now known as the Access Center. On May 5, 2021, City Council approved the Lodi Access Center Community Engagement Plan, which was the first step to move forward with several of the goals identified in the Strategic Plan. On July 13, 2021, the County Board of Supervisors approved $2 million towards our Access Center project development and $800,000 towards our temporary emergency shelter site development from the San Joaquin County (County) capital-outlay fund. On October 6, 2021, City Council approved the Access Center location at 710 N. Sacramento Street in Lodi. On December 13, 2024 after a heartfelt presentation by City Staff, Council Members, and Lodi Committee on Homelessness Members the BOS awarded the City an additional $8.2 million to complete the Lodi Access Center Project and the Learning Center (AKA Workforce Education Center).

The Temporary Access Center officially opened for operations on July 22, 2022. It is an interim solution until the permanent Access Center facility can be completed. Outreach Ministries International (OMI) has taken over operations as of November 1, 2024. The OMI team has been working closely with the Homeless Management Information Systems lead to determine tracking categories as well as efficiencies for reporting. Below is just a snapshot of these items.

With information provided by OMI, Staff would like to provide the first quarter update to City Council. Just to note, the data for January was only through the 25th due to timing of supplying the information to be added to this report.

Lodi Access Center Advisory Committee Update:

OMI invited five key community stakeholders to participate on the advisory committee. The initial meeting is anticipated for the end of February 2025.

Below is the invitation request sent:

“Outreach Ministries International is cordially inviting you to be a member of the Lodi Access Center Advisory Committee. The purpose of this committee is to gain a full understanding of the operations of the Lodi Access Center, offer insight to areas of need and to be a liaison between the LAC and the community of Lodi. You have been chosen to be a part of this committee due to your ambition and influence in the Lodi Community. After sharing the struggles and successes against homelessness with you, the OMI team feels that you would be a great asset to assist in this statewide epidemic. The commitment requirement is 12 months with bi-monthly meetings. The day and time of meetings will be determined once the committee team is established.

Thank you for your consideration!”
