Adopt a Resolution appointing Jamie Bandy to the position of City Treasurer of the City of Lodi effective May 12, 2026.

BACKGROUND INFORMATION:
Every governmental agency that administers funds must have an officer who receives and handles such funds and thereby acts in the capacity of Treasurer. The duties of the City Treasurer are: to receive and safely keep all money coming into the treasury; to comply with all laws governing the depositing and securing of public funds; to pay money only on warrants signed by legally designated persons; and to submit a monthly written report and accounting of receipts; disbursements and funds balances to the City Clerk and City Council.
The appointed City Treasurer position has historically been filled by the Assistant City Manager or the Deputy City Manager, which has been reclassified to an Administrative Services Director. The Administrative Services Director position will be permanently filled by Jamie Bandy effective May 12, 2026.
Responsibilities and qualifications of the City’s Treasurer shall include the following:

• Manage and oversee all financial activities of the city, including budgeting, accounting, and reporting
• Develop and implement financial policies, procedures, and strategies
• Prepare and present financial reports to city officials and stakeholders
• Monitor the city's cash flow and ensure sufficient liquidity for operational needs
• Oversee the investment of city funds and ensure compliance with investment policies
• Coordinate with auditors during regular audits and ensure accurate financial records
• Manage the collection and disbursement of city funds, including tax revenues
• Develop and maintain relationships with financial institutions and other stakeholders
• Provide financial advice and recommendations to city officials
• Ensure compliance with relevant local, state, and federal regulations regarding municipal finance
• Prepare the city's annual budget and monitor its implementation
• Analyze financial data to identify trends, risks, and opportunities for cost savings
Qualifications of the City Treasurer include:
• Extensive experience in municipal finance or public sector accounting
• Knowledge of state and federal regulations regarding municipal finance
• Bachelor’s degree in Finance, Accounting, Economics, or related field
• Several years of experience in finance or accounting, preferably in the public sector
• Strong attention to detail and high level of accuracy
• Ability to prepare and interpret complex financial reports
Jamie Bandy has a Bachelor of Science in Business Management from Humphrey’s University and an Executive Master of Public Administration from Arizona State University. Ms. Bandy has an extensive background in municipal finance working as a Management Analyst and Financial Analyst II with the City of Elk Grove and as their Revenue Manager from 2013-2022 Ms. Bandy’s most recent work experience includes her serving as the Director of Finance for the El Dorado Irrigation District in Placerville, CA. She directed over 40 staff across accounting, budgeting, financial planning, payroll and benefits, grants administration, purchasing, utility billing, meter services, fleet and facilities. She led enterprise financial management including operating and capital budgeting, long-range financial planning, debt issuance, treasury and investments, audits and financial policy development. Ms. Bandy coordinated annual audits and strengthened internal controls and compliance processes across departments. She also provided executive-level financial analysis and policy recommendations to senior leadership on capital planning, risk management, and operational strategy.
Therefore, it is recommended that the City Council appoint Ms. Bandy as the City Treasurer of the City of Lodi. This appointment shall become effective May 12, 2026.
