RECOMMENDED ACTION:

Receive presentation from Lodi Improvement Committee (“Committee”) providing Committee updates and recommended by-law revisions.

body

BACKGROUND INFORMATION:

As set-forth in the Committee by-laws (“By-laws”), the Committee’s general purpose is to coordinate with a broad spectrum of the community to maintain and improve the quality of life and appearance of Lodi.

From 2019 to 2020, the Committee focused on this intent, but determined that the By-laws could better reflect current community needs, and member skills. The Committee met on possible revisions to the By-laws, and presented draft amendments to the City Council on January 15, 2020, and again on March 3, 2021, to gather direction and input. Council recommended that the Committee rework the proposed amendments to strike a balance between its existing goals (prioritizing regulatory compliance), and its desire for a new focus on prevention and community-driven projects.

Since the last presentation to Council, new members were appointed and the Committee took another look at the By-Laws. The new revisions would incorporate prior City Council feedback and aim to make the By-laws directive. This would include preventive solutions and actions that the Committee members can take to promote safer neighborhoods, encourage community improvements, advocate for underrepresented groups, promote sustainable and equitable communities, support transparency and accessibility, build relationships and collaborate with the community, support the implementation of the City Community Development Block Grant program, identify potential resources, and promote participatory government.

The Committee will begin its presentation to the Council with an overview of its actions and project updates that occurred since the Committee last brought forward a discussion of its By-laws in 2021. The Committee will describe the history of the By-laws and the current draft amendments, and request City Council guidance on the proposed revisions before bringing the final amended version of the By-laws back to a future City Council meeting to request adoption of changes.

Staff recommends that the City Council receive the presentation from the Committee and provide input and/or direction on proposed amendments to the Committee’s By-laws.
