body

BACKGROUND INFORMATION:

In January of 2024, two vertical storm pumps located at Lodi Lake experienced catastrophic internal failures and were pulled from the well and inspected for repair or replacement. These storm pumps serve a large area and had to be back in service before this winter.  Due to the short repair window (approximately 8 months), staff engaged a local vendor, MarTech, Inc., to remove the pumps and perform the initial inspection to determine the extent of the damage.  For the remainder of the rainy season, the pump station operated using the one remaining duty pump and the auxiliary pump.  Staff had a backup plan in place to utilize a large portable pump to supplement capacity if needed.

It was determined the pumps (manufactured in the 1960’s) were not repairable.  To purchase and install new pumps required a 16-month lead time.  Alternatively, MarTech was able to find a company willing to replicate the 1960 pump components by custom machining the parts in six months.  This option supported the timeline needed to place the pump station fully back in service by this winter.

The work included removing the damaged pumps and motors, rebuilding (custom machining) the pump components, reconditioning the electrical motors, then replacing the components back into the pump station using a large crane to remove and install the pumps safely. Crane services were outsourced since the loads exceeded the capacity of City equipment (Exhibit A).

Staff programmed $200,000 in the FY2024/25 wastewater capital improvement budget to replace the pumps at this location. However, due to the emergent need to have the pump station fully operational before this winter (approximately 8 months from pump failure - and 3 months from budget adoption) the only practical option was to utilize MarTech to perform turnkey, specialized services that were not procured in conformance with the City’s purchasing policy.

For the reasons noted above, Staff recommends adopting a resolution ratifying expenses for emergency repairs performed outside of contract at Lodi Lake pump station, to pay MarTech, Inc., of Lodi, in the amount of $91,442 for services rendered.

STRATEGIC VISION:

3A. Fiscal Health: Promote City's transparency & fiscal fluency.

FISCAL IMPACT:

This emergency repair was vital in maintaining storm water service in the north western portion of Lodi.  Not repairing the storm pumps before this winter would have exposed the City to additional liability associated with potential flooding and property damage during large rainfall events.
