RECOMMENDED ACTION:

Adopt a Resolution Awarding Contract for the 2024 Utility Frame Cover Adjustment Project to Tom Mayo Construction, Inc., of Stockton California, ($68,600) and Authorizing City Manager, or His Designee, to Execute Change Orders ($50,000).

body

BACKGROUND INFORMATION:

The 2024 Utility Frame Cover Adjustment Project (Project) consists of adjusting water valve and utility manhole frames and covers to existing pavement grade, performing necessary pavement repairs at certain locations throughout the City, and other incidental and related work. Over the past several years, the City utilized various pavement resurfacing methods such as cape seals and slurry seals as a cost-effective alternative to pavement overlays to increase the life cycle of the City’s roadways.

The cape and slurry seal resurfacing methods can create vertical offsets between the new pavement surface and the existing utility frames and covers that negatively impact ride quality and over time, pavement life. The Project is proposed to increase ride quality and pavement life. A map reflecting the location of facilities needing adjustment is included as Exhibit A.

The engineer’s estimate was $105,000 and the lowest, single bid received was $68,600 from Tom Mayo Construction, Inc. Since the lowest responsive bid is substantially less than the engineer’s estimate, staff recommends additional change order authority ($50,000) to address other locations as appropriate. The anticipated number of facilities to be raised, without utilizing requested change order authority is 16 manholes and 26 water valves.

The City received the following four bids for this project on November 20, 2024:

                                                                                                                                                                         Above/(Below)

Bidder                                            Location                                           Base Bid                      Engineers Estimate

Tom Mayo Construction, Inc.                                            Stockton, CA                                           $68,600.00                      ($36,400.00)

Campbell Construction General Eng. Inc.                       Sutter Creek, CA                      $104,800.00                      ($200.00)

Arrow Drillers Inc., DBA Arrow Construction  Sacramento, CA                      $106,300.00                      $1,300.00

Staff recommends awarding contract for the 2024 Utility Frame Cover Adjustment Project to Tom Mayo Construction, Inc., of Stockton, California, in the amount of $68,600 and authorizing City Manager, or his designee, to execute change orders in an amount not to exceed $50,000.
