BACKGROUND INFORMATION:
Hale Park includes basketball and handball court areas. The courts were last resurfaced in 2013 and were in poor condition prior to this project (the surfaces typically have a useful life of ten years).
This project resurfaced approximately 18,000 square feet of court surface, which included cleaning and preparing the existing concrete surface, filling cracks and joints, and applying a textured, single colored surfacing system with new textured game lines. Basketball Court #1 and the Handball Court were restriped to match the existing configurations and use. The existing basketball half-court was replaced with a new pickleball court. The existing Basketball Court #2 was replaced with a new soccer court. The project also included replacement/modification to the chain link fence that was original to the park, which had been damaged over the years.
On November 19, 2025, the Council approved plans and specifications for this project, and authorized the City Manager to award the contract to the lowest bidder and execute change orders in a combined amount not-to-exceed $180,000 (Resolution 2025-201).
The bid opening was held on January 21, 2026 and the City received the following two (4) bids:
The contract was executed with Viramontes Construction, including the base bid amount of $118,000 and the Bid Alternate No. 2 (Fencing: W-Beam Posts Replaced) in the amount of $15,000, for a total contract amount of $133,000.
All work was completed in substantial conformance with the plans and specifications approved by City Council. The final contract price was $132,410, which is less than the original contract amount. This cost savings was due to the project not requiring the full use of Bid Item No. 3 (Allowance for Authorized Additional Work). Project photos are shown in Exhibit A.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT:
The project will have a minimal savings on annual maintenance costs, but will reduce the City’s exposure to claims related to the poor condition of sports court surfaces.

This project was funded through the Community Development Block Grant (CDBG) - HUD.
