body
BACKGROUND INFORMATION:
Traffic control devices, including signs, striping and pavement markings on City streets are designed, installed and maintained in accordance with the California Manual on Uniform Traffic Control Devices (CA-MUTCD). Stop controls are installed to assign right-of-way. CA-MUTCD identifies criteria for stop sign installation so that there is uniformity in the use throughout the state.
Stop control evaluations at intersections are based primarily on the following CA MUTCD criteria: traffic volume, collision data and the approaching speed on the major street that has higher daily traffic volume. Other considering factors are left turn conflicts, vehicle/pedestrian conflicts near locations with high pedestrian volumes, sight visibility, traffic approach volumes, and any unusual intersection geometrics such as intersection offsets and vertical or horizontal curves.
Public Works staff has received requests from the public for improvements at the intersection of Century Boulevard and Scarborough Drive. Within the vicinity of the intersection, there are apartments, residential homes, and multiple schools: Tokay High School, Beckman Elementary School, and Liberty Christian Academy. Century Boulevard is an east-west 35 mile per hour (MPH) collector roadway with two travel lanes, a center turn lane, bike lanes, and parking lanes. The segment of Century Boulevard near Scarborough Drive was designed with a horizontal curve. Scarborough Drive is a north-south 25 MPH speed roadway with two travel lanes and parking lanes. Currently, this intersection includes a two-way stop control on Scarborough Drive which has less traffic volume than Century Boulevard, see Exhibit A for intersection location. Century Boulevard is currently equipped with a Rectangular Rapid Flashing Beacon (RRFB). This traffic device is primarily installed at a crosswalk that is not controlled by a stop sign to enhance the driver’s awareness of pedestrians’ crossings.
Staff conducted an evaluation at this intersection based on CA-MUTCD criteria that considered speed, collision data, and peak hour traffic volume of both pedestrians and vehicles. During the nearby schools’ student pick up and drop off periods, staff observed a significant number of pedestrians crossing Century Boulevard at Scarborough Drive along with heavy traffic congestion. Additionally, there is high parking demand on the north side of Century Boulevard from the adjacent apartments and residential homes.
The existing street parking on the north side of Century Boulevard east of Scarborough Drive along with the horizontal curve of Century Boulevard limits the visibility at the stop-control on Scarborough Drive for the oncoming westbound traffic. In order to maintain safe traffic operations for motorists and for pedestrian safety when crossing Century Boulevard, a multi-way stop control at this intersection is recommended. The existing RRFB will no longer be in need and will be relocated as motorists will now be required to stop in all directions ultimately making it safer for pedestrians to cross the roadway.
Staff recommends adopting a resolution repealing and replacing Traffic Resolution No. 25-083, and hereby approving a multi-way stop control on Century Boulevard and Scarborough Drive.
