BACKGROUND INFORMATION:

Street sweeping is a regular maintenance activity performed by the City’s Streets and Drainage Division.  The City optimized efficiency by adjusting sweeping frequency based on the volume of debris and solids recovered.  Through this process, the City has found it to be most effective and cost efficient to use one sweeper truck and operator to sweep most streets once a month, or as needed. This schedule has been maintained since May 2012. In addition to the aesthetics of clean streets, sweeping is identified as one of the best management practices (BMPs) for implementing a successful stormwater management program.  The State-mandated Small Municipal Separate Storm Sewer Systems (MS4) also known as the Phase II NPDES General Permit requires the City to develop and implement a Storm Water Management Program that includes pollution prevention and good housekeeping. Street sweeping plays an essential role in ensuring permit compliance.

 

Over the last several years, the City has seen significant growth in new development. Staff has been able to marginally absorb sweeping the newly constructed developments utilizing regularly scheduled overtime. As more street miles are constructed, the current sweeping frequency cannot be sustained with the existing staff levels and service expectations. The areas serviced by this agreement are those scheduled for street cleaning on the second Fridays of the City's current sweeping schedule.

 

In March 2026, staff utilized the Sourcewell cooperative purchasing program to engage the City’s current sweeping contractor, SCA of CA, LLC (SCA), to supplement in-house street sweeping services. This approach allowed the City to efficiently secure services based on a rate per curb mile, assuming 50 curb miles serviced once per month.

 

The resulting Professional Services Agreement will include a three-year term commencing in July 2026, with the option for up to two one-year extensions. The agreement allows for annual price adjustments tied to the Consumer Price Index (CPI) for the West Region, Urban, unadjusted, with any single-year increase capped at a maximum of five percent. Additionally, either party may terminate the agreement with 90 days’ written notice.

 

SCA has established a superb reputation for providing the highest quality street sweeping services in the industry.  Currently, SCA is under contract with a number of agencies in Northern California including the City of Stockton, City of Tracy and City of Lathrop.

 

FISCAL IMPACT:

There are no long-term fiscal impacts associated with this agreement. These services are necessary to ensure that all City streets receive the same service levels and that we are in compliance with our MS4 permit.
