RECOMMENDED ACTION:

Adopt a resolution approving the classification, job description, and salary of the new Administrative Services Director position, add one Administrative Services Director to Internal Services Department’s fiscal year 2025-2026 budget, and delete the Assistant City Manager position from both the City Manager and Internal Services Department Fiscal Year 2025-2026 budgets.

body

BACKGROUND INFORMATION:

The Internal Services Department (“Department”) serves all City departments and consists of several divisions, including, Budget, Accounting, Revenue, Information Technology and Human Resources.  The Department has a budget of over $8.3M and is responsible for the City’s complex and diverse administrative functions including: the preparation of the City’s annual financial plan and budget, daily banking, purchasing; control of the City’s financial records and accounts, annual financial audits and accounting services such as payroll and accounts payables; revenue functions such as billing, collection and fund control operations, customer service functions, reconciliation of City bills for utilities and other receivables, tax administration and services; labor/employer/employee relations, employment recruitment and selection, benefits administration, classification and compensation studies, leave administration, employee training and development and personnel services; data center maintenance and support, the City’s Local Area Network (LAN) and Wide Area Network (WAN) infrastructure, programming and data analytics, desktop and office peripherals and Citywide cybersecurity.

Currently, the Department reports to the Assistant City Manager (vacant at this time) who is responsible not only for the Department, but also for serving in the City Manager’s absence, supporting other City departments’ administrative and highly-sensitive projects, and supporting the City Council when directed by the City Manager.  Staff recommends an Administrative Services Director position be created to directly oversee the Department exclusively providing the necessary focus to the City’s administrative functions and to support the Department’s 38 full-time staff.

The job specification for the proposed Administrative Services Director is included as Attachment 1, and the proposed annual salary for the Administrative Services Director classification is $195,261.52.

If approved by City Council, City staff would amend the fiscal year 2025-2026 budget to add one (1) Administrative Services Director to be funded solely from the Department budget and to de-fund one (1) Assistant City Manager position that is currently split between the City Manager and Department budgets. The City would also begin an external recruitment to fill the new Administrative Services Director position as soon as possible.

Staff requests that Council approve the new classification, proposed salary and job description for the Administrative Services Director, and Council approval to amend the City Manager and Internal Services Department’s budgets to de-fund the Assistant City Manager position and to allocate the previously budgeted funds to the Internal Services Department’s Fiscal Year 2025-2026 budget to cover the new Administrative Services Director position.

STRATEGIC VISION:

All

FISCAL IMPACT:

The Assistant City Manager salary exceeds the Administrative Services Director salary and its removal from both the City Manager and Department budgets will offset the financial impact from adding the new position solely to the Internal Services Department budget.
