RECOMMENDED ACTION:

Adopt a resolution waiving bid requirements and authorizing the purchase of electrical substation test equipment from Megger, Inc. of Dallas, TX in an amount not-to-exceed $180,000.

body

BACKGROUND INFORMATION:

Lodi Electric Utility (“LEU”) owns, operates and maintains four electrical substations throughout the City.

With the implementation of LEU’s Substation Maintenance and Inspection Program, there is a need for upgraded equipment that will allow for testing and commissioning of 12kV and 60kV equipment able to conform to LEU and PG&E standards and reports.  This proposed purchase will include a relay tester, meter testing equipment, a circuit breaker analyzer, transformer tester, lead wires for all test units as well as a two-year warranty on all devices.

Megger, Inc. was selected due to the ability to trade-in LEU’s existing relay test unit for a new version with enhanced capabilities, as well as standardizing on a vendor for a single-software suite and single-vendor support assistance.  Other vendor equipment was tested but was not chosen due to the complexity of the software and learning curve. Other vendors were also found to require additional equipment that was all encompassing in similar Megger test equipment.

In accordance with Lodi Municipal Code, Section 3.20.070, bidding shall be dispensed when the commodity can be obtained from only one vendor due to product standardization or the need for branded replacement parts or supplies for equipment of like brand.

The product being order is shown in the attached quotation from Megger and staff is asking for an additional amount for contingency, for a total not-to-exceed cost of $180,000.
