BACKGROUND INFORMATION:

The Road Repair and Accountability Act of 2017, Senate Bill 1 (SB1), provides the City with State transportation funding through an increase in the Gas Tax.

 

SB1 guidelines require that prior to receiving an apportionment of funds for this fiscal year, agencies must prepare and submit a list of proposed SB1-funded projects to the California Transportation Commission.  All proposed projects must also be included or amended into the City’s adopted budget each year.  The City is proposing to use the Fiscal Year 2025/26 allocation (estimated $1,800,830) to conduct the 2026/2027 Pavement Resurfacing Project.

 

The 2026/2027 Pavement Resurfacing Project, programmed for Fiscal Year 2026/27, will resurface numerous streets throughout the City as listed below and shown on Exhibit A.  The work will also include pavement repair, pavement striping, and other miscellaneous and related work.

Tokay Street (Ham Ln - Lower Sacramento Rd)

Cabrillo Circle (Lodi Ave - Shady Acres Dr.)

Shady Acres Drive (Cabrillo Cir - Mills Ave)

La Vida Drive (Cabrillo Cir - End)

Krismont Street (Cabrillo Cir - Lodi Ave)

Bella Vista Drive (Cabrillo Cir - End)

Del Mont Street (Cabrillo Cir - Lodi Ave)

La Seffa Drive (Cabrillo Cir - End)

Wood Drive (Cabrillo Cir - Lodi Ave)

 

These streets were selected based on the Public Works Engineering staff’s standard resurfacing selection process. That process utilizes a list of streets that has been developed over the past 10 years, which is based on resident complaints and staff observations. Staff also utilizes our pavement management software to identify streets that appear to be good candidates for the resurfacing. All of those streets are then inspected by the engineering staff and are rated (compared to the other streets on the list). The worst rated streets/areas are included in that year’s resurfacing project. The streets that are not included remain on the list (indefinitely) to be reviewed each year. 

 

Staff will return to Council at a later date to approve specifications, authorize advertisement for bids and to award the contract, once the specifications and estimates are complete.  The work is anticipated to be performed in the Spring/Summer of 2027.

 

FISCAL IMPACT:

This item has no direct long-term cost implications, however SB 1 funding has been instrumental in addressing pavement maintenance needs within the City of Lodi. If these funds are not utilized for resurfacing, there would be future costs associated with pavement failures and/or more expensive repair method requirements.

 

FUNDING AVAILABLE:

Funding will be budgeted in Fiscal Year 2026/27 Road Repair and Accountability Act (30499000.77020).
