RECOMMENDED ACTION:
Approve Plans and Specifications and Authorize Advertisement for Bids for 2024 DeBenedetti Park South Parking Lot Expansion.
body
BACKGROUND INFORMATION:
In 2013, the accessibility and parking improvements for DeBenedetti Park were completed, consisting of two Americans with Disabilities Act (ADA)-compliant parking stalls, accessible paths to the bottom of the north and south basins, and sidewalk completion along Century Boulevard. In 2014, the Public Works Department added a paved parking lot with 29 standard parking stalls and a turnaround. In 2017, the parking lot was expanded and added 97 additional standard parking stalls and four additional ADA compliant parking stalls.
The park is heavily used from spring through fall for various sports, primarily soccer. Many visitors park on Lower Sacramento Road and a portion of Century Boulevard, most of which is not wide enough to accommodate parallel-parked vehicles. Parks, Recreation and Cultural Services (PRCS) staff has received comments from the Police Department and the public about the need for additional parking. Furthermore, portions of the one-mile loop trail is unlit, posing safety and security concerns.
This project will tie into a separate project that will be installing a parking lot on the north side of DeBenedetti Park including a concession stand and additional trails.
This project is consistent with the DeBenedetti Park Master Plan, as shown on Exhibit A, and includes:
• Expanding the parking area with 171 additional parking stalls, 5 additional ADA-compliant parking stalls, and 10 electric vehicle (EV) charging stalls.
• Lighting for the new and existing parking areas as well as portions of the one-mile loop trail.
• A two-lane road to connect the south parking lot to Century Blvd.
• Water main improvements.
The EV Charging stalls require the installation of new electrical panels to support the EV charging system. Square D is an American manufacturer of electrical equipment and a registered trademark of Schneider Electric. On August 18, 1982, Council approved the standardization of Square D for low voltage panels to be used in water wells, sewer and storm water pumps, park lighting and public buildings (Exhibit B). In compliance with the August 18, 1982 Council action, the project specifications will require provision of Square D (Schneider Electric) low voltage electrical panels.
The plans and specifications are on file in the Public Works Department. The planned bid opening date is May 1, 2024. The project estimate is $2,200,000.
STRATEGIC VISION:
6C. Parks: Develop & maintain sports/recreational facilities for City & public use.
FISCAL IMPACT:
There will be an increase in the park’s maintenance cost associated with the asphalt and lighting, however, these improvements will greatly enhance the safety, accessibility, and convenience to the overall DeBenedetti Park facility.
FUNDING AVAILABLE:
Funding will be identified at time of award (PKCP-20004).
