BACKGROUND INFORMATION:
City Council through their adopted Budget in FY 2024/2025, approved the Parks, Recreation, and Cultural Services Department (PRCS) to purchase a Toro Groundmaster 5900 (GM5900) rotary mower to replace the department’s existing mower. Since that time, staff has test operated a number of other gang mower models and staff’s recommendation is to purchase the eXmark 144” mower model which is more reliable and less expensive. The balance of the appropriated funds could be used towards other needed equipment.
The eXmark 144” rotary mower offers a 12’ wide cutting range, zero-turn capabilities which is needed for the large turf areas and to maneuver around trees and other obstacles safely. The diesel motor is a 43.5HP Yanmar engine with ultra-cutting decks, finish cutting baffles, 15” tires, and a deluxe air-ride seat suspension. The expected wait time for this equipment is 2 months.
City Council Resolution No.2000-159 authorized City participation in the US Communities Nationwide Purchasing Program. OMINIA Partners Contract #20469 (Attachment 2) is part of this program and offers a discounted contract rate. PRCS requests City Council adopt a resolution authoring City Manager to waive the bid process and purchase eXmark 144” Mower from A-1 Saw and Mowers of Lodi, CA.
