body
BACKGROUND INFORMATION:
The City of Lodi currently has approximately 460 full-time positions and owns and occupies approximately 20 buildings and facilities. Additionally, the City owns 8 buildings and facilities that are leased out to other tenants. Currently, a number of City buildings are near or at capacity for accommodating employees. In the Fiscal Year 2024-25 Budget, the City Council approved funding for a city-wide study to assess the current and future space needs for the City.
Staff released a Request for Proposals (RFP) on November 14, 2024, with proposals being due back on December 12, 2024. The RFP separated the scope of work into the following six tasks:
1. Report of current staffing levels (by department) at each site
2. Report of current space uses at each site
3. Report of unused spaces
4. Full space needs analysis (current, 10-year and 20-year)
5. Costs of alternatives
6. Recommendations
Staff received seven proposals in response to the RFP. Each proposal was reviewed on the basis of completeness, successful completion of similar projects, local familiarity, time frame and availability, and overall contract fee. Based on these criteria, staff identified Gensler and HGA as the top two candidates and invited both firms to interview. Based on those interviews and presentations, staff recommends awarding the contract to HGA.
Following execution of the PSA, the consultant will have six months to complete the assessment, with the final deliverable being detailed findings, alternatives, and recommendations. Staff will utilize the space assessment as a guide to accommodate the City’s future growth needs.
STRATEGIC VISION:
5D. Infrastructure: Ensure capacity for future growth.
FISCAL IMPACT:
This project has no direct long-term fiscal impacts, but will provide recommendations that may have future impacts.
