BACKGROUND INFORMATION:

On June 4, 2025, as part of the Fiscal Year (“FY”) 2025-2026 annual budget, the City Council voted to add $100,000 to the City Council budget. These funds are evenly distributed among the five Council Members, giving each member $20,000 to support non-profits that benefit the Lodi community.

 

On July 2, 2025, the City Council adopted Resolution No. 2025-120, approving the Non-Profit Fund Policy (“Policy”) see Attachment 1. The Policy outlines the process and guidelines for submitting Proposal Letters from non-profit organizations, review and recommendations of allocations and final approval by Council Members and the full City Council.

 

Community Partnership for Families of San Joaquin (“CPF”) has submitted a Proposal Letter (Attachment 2), which has been reviewed by the City Clerk and found in compliance with the guidelines set within the Policy. On November 5, 2025, the City Council approved Resolution 2025-193, approving an allocation of $18,500, per the following recommendations:

 

-                     Recommendation by Council Member Craig-Hensley: District 2 Non-Profit Fund amount of $12,500.

-                     Recommendation by Mayor Yepez: District 4 Non-Profit Fund amount of $6,000.

 

Mayor Yepez now desires to recommend an additional allocation through District 4’s Non-Profit Fund for an amount of $3,000. If Council approves, the total allocation for Community Partnership for Families of San Joaquin would total $21,500.

CPF is a nonprofit organization dedicated to empowering families by providing tools, resources, and connections through strong community partnerships. For 26 years, CPF has operated a network of Family Resource Centers (FRC) that serve as vital hubs for building strong, resilient, and financially self-sufficient families throughout San Joaquin County. Guided by a deep understanding of the communities we serve, CPF works collaboratively across systems to deliver effective, culturally responsive supports while amplifying the voices of families and community members. Recognized at both the state and national levels as a leader in the Family Support and Strengthening field, CPF continues to advance innovative, community-driven strategies that improve quality of life for families.

 

FISCAL IMPACT:

The fiscal impact for this allocation is $3,000.
