BACKGROUND INFORMATION:

This project includes localized pavement repair and the application of approximately 31,000 square yards of rubberized asphalt cape seal and fiberized slurry seal. The project limits will include Hutchins Street (from Lodi Ave to Kettleman Lane) as shown on Exhibit A.

 

The rubberized asphalt cape seal is a combination of a rubberized chip seal comprising the bottom layer followed with an upper layer of fiberized slurry seal (slurry seal with strands of glass fiber added). The rubberized cape seal with fiberized slurry will be applied within the project limits.

 

While the asphalt overlay is superior in ride quality, these pavement rehabilitation alternatives are expected to extend the life of deteriorated roads by around one-half of that of an overlay, at approximately one-third of the cost.

 

This project will be funded by the Federal Transportation Improvement Program, which only applies to arterials and high volume streets. Hutchins Street was selected for resurfacing based on several considerations including the citywide pavement index survey, Hutchins Street being a North-South arterial and a gateway into the City, its high traffic volume, and poor pavement conditions.

 

Specifications for this project were originally approved on January 15, 2025. On March 26, 2025, the City received the four following bids:

This project included a Disadvantaged Business Enterprise (DBE) participation goal of 21.0 percent. The lowest bidder obtained DBE participation of 20.0 percent. The City’s DBE Liaison Officer reviewed the bid submittal documents and determined that the low bidder, Knife River Construction, did in fact exercise a good faith effort to comply with all DBE requirements and qualifies for contract award based on the guidelines established in the Caltrans Local Assistance Procedures Manual.

 

Staff recommends adopting a resolution awarding contract for Hutchins Street Resurfacing Project to Knife River Construction of Stockton, in the amount of $1,370,475, authorizing the City Manager to execute change orders in an amount not-to-exceed $150,000 and appropriating funds in the amount of $1,520,476.

FISCAL IMPACT:

By investing in the recommended maintenance project, significant capital dollars will be saved by extending the useful life of the pavement and foregoing more costly pavement reconstruction.
