Adopt a resolution authorizing the Interim City Manager or designee to Execute Amendment No. 9 to the Professional Services Agreement with Michael Baker International, Inc. (MBI) for Community Development Block Grant Administration and Housing Program Support Services to extend the term of the agreement through June 30, 2027 and roll any unexpended funds to Fiscal Year 2027

BACKGROUND INFORMATION:
The City Council previously approved the extension of the contract with MBI through June 30, 2026, to provide compliance work for Community Development Block Grant (CDBG) and housing program support services.

MBI currently provides critical labor compliance services for several key projects still pending completion by the City including two CDBG Parks, Recreation, and Cultural Services projects, one CDBG Public Works Alleyway project, Access Center, and Reimagined Housing on Main. As completion of these projects is not anticipated until Fiscal Year 27 and to ensure grant compliance and continuity in reporting, Staff is requesting to extend the MBI agreement through June 30, 2027. There are sufficient funds allocated to the existing contract for these services. The amendment will include CDBG administration, Labor Compliance for key capital projects, and update to the City ADA Transition Plan.
