BACKGROUND INFORMATION:
The White Slough Water Pollution Control Facility (WSWPCF) is located on 1,040 acres, of which 880 acres consist of agricultural lands. The agricultural land is irrigated by approximately 15 miles of earthen irrigation ditches delivering reclaimed wastewater to corn, alfalfa, wheat, and rye fodder crops.
Because of the agricultural setting, WSWPCF encounters ongoing problems with rodent activity within the pond levees and irrigation ditches. The burrowing and tunneling systems created by the rodents weaken the levees and ditches causing leaks and instability, crop loss, and possible spills to the waterways. Without constant abatement, the rodent population grows uncontrollably.
On January 12, 2026 a request for proposals was published. The scope of work included a three year term, with services be provided monthly (at a minimum). The City received six proposals on February 2, 2026. The proposal were reviewed by staff for completeness, and were ranked based on their applicable experience and the proposed cost. Three proposals were deemed non-responsive for altering the bid form and/or not including the required documents. All of the remaining companies were determined to have applicable / comparable experience, and EagleShield Pest Control, Inc. had the lowest cost at $76,609 per year. Being that this i...
