BACKGROUND INFORMATION:
The City of Lodi Public Works Department is responsible for maintaining safe and well-maintained roadways and intersections that support various modes of travel. These modes of travel generally include vehicular, bicycle and pedestrian movements.
The Traffic Engineering Division utilizes State laws and guidelines for the traffic control devices installation such as curb painting and no parking signs.
Existing law (Section 22500 of the Vehicle Code) prohibits the stopping, standing, or parking of a vehicle in certain places and under certain conditions, including within an intersection, on a sidewalk or crosswalk, or in front of a fire hydrant. Existing law additionally authorizes local jurisdictions to, by ordinance, restrict parking in certain areas, at certain times, and for certain reasons.
Assembly Bill 413, signed by the Governor on October 10, 2023 amends Section 22500 to add language that prohibits the stopping, standing, or parking of a vehicle within 20 feet of any unmarked or marked crosswalk with the intent of increasing visibility for pedestrians crossing a roadway at an intersection. Local authorities may permit commercial vehicle loading or unloading within the restricted area by ordinance and signage.
This bill allowed jurisdictions to issue only a warning prior for a violation prior to January 1, 2025. After this date, citations may be issued for violations which are expected to carry a fine of $50. Some local costs associated with the bill may be reimbursable from the state General Fund subject to a determination by the Commission on State Mandates.
