Waive the first reading and introduce an Ordinance amending Chapter 2.13 of the Municipal Code to Transfer the Appointment Authority for the City Clerk to the City Manager.

BACKGROUND INFORMATION:
Under the Lodi Municipal Code, the City Manager serves as the City's chief executive officer and is responsible for the administration of all City affairs placed under the City Manager's control. The City Manager has the authority to appoint and remove department heads, with the exception of the City Attorney and the City Clerk, whose appointments are currently made by the City Council. Therefore, the City Attorney and City Clerk serve at the pleasure of Council, through an employment agreement made between the appointee and the City Council.
The proposed amendment would transfer the appointment authority for the City Clerk from the City Council to the City Manager. Aligning the City Clerk's appointment and reporting structure with the City's administrative organization will promote greater operational efficiency, strengthen day-to-day coordination with executive management, and provide greater consistency in the administration of City operations while preserving the City Clerk's statutory duties and responsibilities.
Implementation of this organizational change requires an amendment to Chapter 2.13 of the Lodi Municipal Code.
Therefore, Staff recommends waiving the first reading and introducing an ordinance amending Chapter 2.13 of the Lodi Municipal Code updating the appointment and reporting structure of the City Clerk from the City Council to the City Manager.
