BACKGROUND INFORMATION:
A public hearing is required as part of the federal compliance process under the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) program.

The 2025-26 Consolidated Annual Performance and Evaluation Report (CAPER) outlines the programs and activities implemented by the City during the 2025-26 program year, which spans from July 1, 2025, to June 30, 2026. The City received $655,037 in CDBG entitlement funds for the 25-26 program year.

In June 2025, the City adopted its 2025-26 Annual Action Plan (AAP), which identified specific projects and programs aligned with the strategic goals of the City’s 2024–2028 Consolidated Plan. As the second year of implementation under the five-year plan, the City made measurable progress toward its long-term goals through direct program outcomes and planning efforts for future initiatives.

The Consolidated Plan outlines six strategic goals to address identified community needs. During the 2025-26 program year, activities supported progress on all six goals:
Improve Public and Community Facilities
Preserve and Increase Affordable Housing
Support Critical Public Services
Encourage Fair Housing Practices
Reduce Homelessness
Planning and Administration
