BACKGROUND INFORMATION:
On June 30, 2026, the current Rotating Abatement Contractor contracts are set to expire. In anticipation of these expirations, staff has reviewed and updated the Abatement Fee Schedule, as referenced in Attachment 1, to reflect current market conditions, including increases in material and labor costs. These adjustments are supported by data published in the Engineering News-Record's (ENR) April 2026 report, which is widely regarded as an industry standard for construction cost trends and economic indicators.

Since its inception, the Abatement Fee Schedule has helped to expedite Code Enforcement and Fire Department activities requiring the boarding up of vacant, unsecured buildings and the removal of garbage, junk, weeds, and debris. Abatement actions are generally initiated when property owners fail to correct violations after receiving notice and an opportunity to comply. In such cases, the City proceeds with corrective action to address public health, safety, and nuisance conditions. The Abatement Fee Schedule provides standardized costs for these services, which supports consistent application and cost recovery.

Additionally, items 20-22 of the Fee Schedule address the additional costs associated with the disposal of garbage, junk, and debris during abatement activities. These charges reflect actual costs, based on either equipment rental quotes or the current dump fee schedule.
