BACKGROUND INFORMATION:
In March 2023, the City released a Request for Proposals (RFP) for security services at City Hall Campus, Hutchins Street Square, Lodi Public Library, Transit Station and Parking Structures.
In May 2023, City Council approved execution of a Professional Services Agreement with A1 Protective Services, LLC (Agreement); Resolution 2023-91. The term of the Agreement was for July 1, 2023 through June 30, 2026 with an option to extend the terms for an additional five (5) one (1)-year extensions. The Agreement amount was Not-To-Exceed $1,599,000 per table A below. Refer to Attachment 1, Exhibit 1.

In July 2023, City Council approved Amendment No. 1, Resolution 2023-131, to expand the scope of services to include additional work for the Safety Ambassador Program at a cost of $815,000, increasing the Not-To-Exceed amount of the Agreement to $2,414,000. Refer to Attachment 1, Exhibit 1.
The Safety Ambassador Program was implemented by the City to keep residents and business owners within proximity to the Lodi Access Center safe. Safety Ambassadors ensure unhoused individuals are not loitering by patrolling throughout the neighborhood...
