RECOMMENDED ACTION:
Adopt a resolution authorizing City Manager to Execute Amendment No. 1 to Professional Services Agreement with Solenis, LLC, of Wilmington, DE, for Biosolids Dewatering Polymer in an amount not to exceed $70,000.

BACKGROUND INFORMATION:
As part of the City’s wastewater treatment plant operation, a regular supply of flocculating polymer chemical is necessary in order to dewater the digester sludge prior to land application. The City currently has a contract with Solenis, LLC for the purchase of the polymer. The contract was executed September 30, 2023, in the amount of $700,000.
In April of 2025, the City installed new dewatering equipment, which utilized the polymer at a higher rate compared to the previous equipment. Due to the higher usage rate, the contract funds remaining on the contract are not sufficient to purchase the necessary polymer through the contract term (expiring September 30, 2026).
This amendment, if approved, will add $70,000 to the contract, which will allow the purchase of the necessary polymer for the remainder of the contract term.
The new polymer contract (for purchases after September 30, 2026) is currently out to bid and will be brought to council for award at a future meeting.
FISCAL IMPACT:
This item has minimal long-term fiscal impact, however it is necessary to maintain operation of the City’s wastewater treatment plant.
FUNDING AVAILABLE:
This contract, including this additional amount, is funded in White Slough operating accounts that were previously approved in the adopted Fiscal Year 2025/26 and 2026/27 Budgets.
