Adopt a Resolution authorizing the City Manager to execute Amendment No. 2 to the Professional Services Agreement (Agreement) with Mosaic Partners LLC (Mosaic) to perform recruitment services for a total agreement amount not to exceed $103,000.

BACKGROUND INFORMATION:
On September 3, 2025, Council approved Resolution 2025-147 authorizing the City Manager to establish an eligibility list for professional recruitment services and execute the professional service agreements with three recruitment firms for the recruitment of future executive level, department head, and difficult to fill mid-management vacancies. Mosaic is on the eligibility list.

On October 30, 2025, the City entered into an agreement with Mosaic (Attachment 1), for a total not to exceed amount of $40,000 for recruitment services, as well as additional outreach services for applicable positions. Subsequently, Mosaic completed the City Manager recruitment.

The recent City Attorney vacancy was unforeseen at the time the City entered into the Agreement with Mosaic. Based on Mosaic's satisfactory performance in conducting the City Manager recruitment, the City sought to engage Mosaic's services to conduct the City Attorney recruitment. On May 20, 2026, Council adopted Resolution 2026-100, authorizing the Interim City Manager to execute Amendment No. 1 (Attachment 2) with Mosaic, increasing the Agreement's not to exceed amount to $72,500. Mosaic is currently conducting the City Attorney recruitment.
