BACKGROUND INFORMATION:
In May 2025, James Lindsay was appointed Acting City Manager by the Lodi City Council, stepping into leadership during a pivotal time for the City. Since his appointment, James has spearheaded comprehensive updates to major City policies, including the Travel Policy, Cal-Card Policy, and Investment Policy, while strengthening fiscal accountability and operational efficiency.
Throughout his tenure, first as Acting then as Interim City Manager, James expertly guided City staff through a period of transition, generously sharing his experience and knowledge with the Council, staff, and the broader Lodi community. His steady leadership and collaborative approach fostered confidence and continuity across the organization.
James successfully led the City through adoption of the Fiscal Year 2025/26 Budget and the Fiscal Year 2025/26 Mid-Year Budget, ensuring thoughtful financial planning and transparency. He also served as liaison to the City Treasurer and the City's newly formed Finance Committee, keeping Council members well-informed of the City's fiscal status and key financial decisions.
Most recently, James worked diligently to secure successor memoranda of understanding between the City and its labor groups, reinforcing positive labor relations and long-term organizational stability.
James's leadership, wisdom, insight, and authenticity have left a lasting impact on City staff and the community. The City Council and staff gratefully recognize the strong foundation Mr. Lindsay has laid for the future of Lodi and extend their best wishes as he embarks on his next adventure.
