Adopt a Resolution delegating authority to the City Manager to oversee and administer all personnel and administrative matters related to the Interim City Clerk position, including appointment, termination, and work assignments.

BACKGROUND INFORMATION:
On August 3, 2026, the City Clerk position became vacant. On August 5, 2026, Council waived the first reading and introduced an ordinance amending Chapter 2.13 of the Municipal Code to transfer the appointment authority for the City Clerk to the City Manager. On August 19, 2026, Council waived the second reading and adopted the ordinance. The ordinance is scheduled to become effective on September 18, 2026.
While the City conducts its recruitment process to permanently fill the City Clerk position, an Interim City Clerk will serve in the role for a yet-to-be-determined period. The City currently has an Interim City Clerk who is expected to serve through September 17, 2026.
During this transitional period, it is important that the City Manager have the authority to provide direct oversight and direction to the Interim City Clerk and to manage the personnel and administrative responsibilities associated with the position. This includes the authority to appoint or terminate an Interim City Clerk, assign and oversee work duties and assignments, establish work priorities, and take other necessary personnel and administrative actions to ensure continuity of City Clerk operations.
