BACKGROUND INFORMATION:
On March 3, 2021, the City Council adopted Resolution No. 2021-47 authorizing the City Manager to enter into a contract with City of Stockton, the regional Fire and Emergency Medical dispatch provider for San Joaquin County, for Fire Dispatch services. The City of Stockton is responsible for operating the Emergency Communications Division (ECD). The current agreement will expire June 30, 2026.

Staff recommends authorizing the City Manager to execute an agreement with the City of Stockton for fire dispatch services for a five (5) year term with the option to extend the Agreement by written amendment executed by both parties.

FISCAL IMPACT:
As CENCAL's ambulance service provider, AMR has already switched over to Stockton Dispatch and it is the intent of the other San Joaquin County agencies to switch over as well. As a result, the City of Lodi's cost for fire dispatch services will reduce drastically. Fiscal Year 2027 will cost $430,566.34 compared to approximately $532,000 for Fiscal Year 2026. The new Agreement would have a term of five (5) years. In future fiscal years, the City of Lodi's proportional allocation percentage will be determined by comparing the City of Lodi's Billable Dispatch Incident volume from the most recent completed calendar year to the total Billable Dispatch Incident volume of all Core Agencies for that same calendar year. The City of Lodi's annual compensation obligation will equal the proportional allocation percentage multiplied by the Dispatch Cost the applicable fiscal year.
