BACKGROUND INFORMATION:
Lodi Electric Utility (LEU) and SEL Engineering Services, Inc. (SEL) are continuing their efforts to improve cybersecurity specific to the Operational Technology (OT) network in collaboration with the City’s Information Technology (IT) staff.
On October 1, 2025, LEU executed an Agreement with SEL for Phase 1 work for $31,262.50 to assess the OT network, downstream of IT’s network and specific to LEU critical device equipment and infrastructure. The assessment provided a report for areas of improvement, cybersecurity awareness of the current cybersecurity program maturity level, and a roadmap and recommendations for later phases.
For security reasons, the details of the assessment remain confidential and will not be disclosed in a public forum.
The proposed Change Order 1 includes Phase 2 work which will bring forward the development of incident response policies as well as disaster recovery policies and documentation. Tabletop exercises are also planned for validation and exercising of the developed policies with anticipated completion of all work no later than December 31, 2027.
FISCAL IMPACT:
Total cost associated with Change Order 1 is $49,535 for a total revised not-to-exceed cost of $80,797.50.
