RECOMMENDED ACTION:
Adopt a resolution authorizing the City Manager to waive the bid process, utilize the Galveston-Houston Area Council (HGAC) Contract NO. HGAC FS12-23, and award a purchase order to Golden State Fire Apparatus Inc., of Sacramento, California for the purchase of a Pierce Enforcer Engine and appropriate funds in the amount of $35,000.

BACKGROUND INFORMATION:
The Fire Department currently has seven fire engines and two aerial fire trucks utilized at four fire stations. Four engines are used as front-line vehicles and two engines are used in reserve.
One of the reserve engines, a 2004 Pierce Quantum, is at the end of its useful life and in need of continual repair, leaving it unavailable for daily emergency response. It has 92,393 miles and 10,559 hours of service, representing 17 years of front-line service and 9 years of reserve service. The industry standard lifespan for an engine is 15 years in front-line usage and 5 years in reserve.
As part of the Fiscal Year 2026 Budget, Council appropriated funds in the amount of $1 million and approved the purchase of a new engine that will be placed into front-line service at Station 3. The existing Engine 2033 (2016 Hi-Tech Spartan) will rotate into reserve service and be renamed Engine 2036 (replacing the 2004 Pierce Quantum) to designate its reserve status and be housed at Station 1 or Station 3.
