BACKGROUND INFORMATION:
On May 7, 2025, the City Council awarded the Hutchins Street Resurfacing Project which included localized pavement repair and application of approximately 31,000 square yards of rubberized asphalt cape seal and fiberized slurry seal on Hutchins Street from Lodi Avenue to Kettleman Lane. Then on November 5, 2025, Council accepted the completed improvements. At the time of contract award, project appropriations were established based on the assumption that the City would provide the required local match to the Federal grant award.
Following project completion and acceptance, the City submitted its final reimbursement request to the California Department of Transportation (Caltrans) for eligible Federal grant expenditures (Fund 307). During the final reconciliation process, staff determined that additional Federal grant funds were available for reimbursement. However, the associated expenditures had previously been charged to the Local Gas Tax Fund (Fund 302) as part of the City's anticipated local match.
The requested appropriation adjustment will recognize the additional Federal reimbursement revenue and allow the transfer of the corresponding expenditures from the Local Gas Tax Fund to the Federal grant project account. This adjustment ensures project costs are accurately aligned with their funding sources and makes the Local Gas Tax funds available for use on other eligible transportation projects.
