Adopt a resolution awarding contract for 2025 - 2027 Janitorial Services to Imperial Maintenance Services, Inc., of Stockton, in the amount of $679,905.28, and authorizing City Manager to execute change orders in an amount not-to-exceed $90,000.

BACKGROUND INFORMATION:
The Public Works - Facilities Division maintains a contract for janitorial services at 14 different City facilities. The level of service ranges from 3 days per week to 6 days per week depending on the specific facility. The current contract was executed in 2019, and is set to expire on June 30, 2025. This new contract will begin on July 1, 2025, and will add service at the Lodi Lake Parks Office to the scope of work. Additionally, a portion of the Change Order authority is to add service to the new Animal Shelter once it is operational.

The contract provides for complete janitorial services for City facilities on both a scheduled and on demand basis. The expanded scope of services includes additional restroom cleanings at the Lodi Public Library and on-call removal of human waste at City facilities. The contract also includes the provision of paper products and other supplies to keep facilities sanitary. The initial term of the contract will be for two years, commencing on July 1, 2025, with an option to renew for three additional one-year terms, for a total of five years if all extensions are executed.

Specifications for this project were approved by Council on February 19, 2025. On April 4, 2025, the City received two responsive bids, with a third bid received but it was deemed non-responsive (it did not include the required 10% bid security). ...
