Adopt a resolution approving the reclassification of the Literacy and Programs Manager position to Librarian II.

BACKGROUND INFORMATION:

With the retirement of the Library Literacy and Programs Manager, the Library has an opportunity to evaluate the position and ensure alignment with current operational and service needs.
Library services include programming, outreach, grant coordination, and direct public service to the community. These service areas require professional librarian expertise, including reference services and collection development.
The existing Literacy and Programs Manager classification is primarily focused on administrative oversight of literacy services and requires a bachelor's degree. The proposed Librarian II classification more closely aligns with the responsibilities needed to support current library operations, including program coordination, grant-related work, and direct public service, and requires a Master of Library Science degree from an American Library Association-accredited program.
Reclassifying this position will support effective delivery of library services, strengthen community partnerships, and ensure continued coordination of programming and grant-funded activities.
The Library Board of Trustees reviewed this proposal and supports the recommended reclassification.

FISCAL IMPACT:
The salary range for the Literacy and Programs Manager classification is $74,757.17 - $90,867.80 annually, while the Librarian II classification is $77,919.82 - $94,711.95 annually, resulting in an approximate annual difference of $3,162.65 - $3,844.15. The increase in salary will be absorbed within the Library's existing operating budget.
